with books you can learn only up to 91% but a tweak to change this would be very nice so finding books would be still fun even after 91%

I can see that being appealing to some, but I'm not interested in working on this.

I have found how to patch it for myself but I have no idea if it's possible to make it into a normal sfall mod, so I'll just leave this here in case someone later gonna try:
