talking with Sulik gives perm. +3 CH?

What happened

I started the game with 1 CH but about half-game through I noticed I now had 4 base CH, checked my saved games and before Klameth I still had 1 but after 4 base CH, loaded a save with 1 and went to talk to Sulik (just asked who are we and about spirits), finished, I now have 4 base CH - I guess the spirits are with me now? :lol:

What you expected to happen

not sure - is this a restored feature or smth? there's no message in the pip-boy about it tho

Try disabling unlimited party in fo2tweaks and talking to him again.
