Some non-v27map related changes #203

These don't rely on any v27 map content (for real this time), and there should be enough detail in the commit logs. UP also has a newer gl_k_walking_speed.ssl and related setting in upu.ini, but I haven't checked it yet.

I also fixed a minor bug in viharbox.ssl: the check was on a wrong GVAR.

Yes, I started wiping stock but didn't finish. Would you submit the same to UPU?
