Restore vanilla start points (undocumented change from original RP, with potentially unintended gameplay effects)
Fix incorrect Coast 3 points (simple mistake, there are no elev 3)
Fix Coast 12 map name & add it to coastal areas around San Fran

I don't see new start points as much of an issue by itself. But I also don't see what it achieves, and I'd rather have more similar data. Thanks.
