Sounding: send emails if new sounding is discovered #4

Scan for soundings separately. That can be done around 00Z and 12Z plus 1-3 hours. That's when they get updates and released.

Then the regular NOAA FX can just look at the local files. Less traffic on the sounding web server that way too.
