handle observation limits in Reduced Datum and plots #50

handle limits in the data. The plot can already show them for both mag and radio data, but they are not being read from the Reduced Datums.

Update: in Plots we remove datum.error<=0. But instead we should display points with error=-1 as limits (arrow down from the magnitude value).
