Remove File_Adapter from the BHoM_Adapter solution #260

Broken rules:

The functionality of the File_Adapter is now included in a separate repo (https://github.com/BHoM/Filing_Toolkit). The File_Adapter will need to be removed in parallel with https://github.com/BHoM/Filing_Toolkit/issues/79.

Suggestions to restore compliance:
