Remove support for Dynamo 1.3 #99

Testing Details

Run the installer, check the Dynamo 1.3 folders clean themselves up and leave no BHoM DLLs/folders behind. Check the Dynamo 2.x code works as expected following the merge of https://github.com/BHoM/Dynamo_Toolkit/pull/267

Thanks @FraserGreenroyd Probably worth some comms around this @kayleighhoude @adecler. Giving people fair warning in advance of 4.0 Release at end of the year.
