Adding MidasSettings to the Adapter

Issues addressed by this PR

The change makes the MidasCivilAdaptermore consistent with other adapters. It makes it functioning with the BHoMAdapter createmethod.

Changelog

• Created a new class for MidasCivilAdapterSettings Including a string Version.
• Corresponding Create class.
• Changed the inputs of the MidasCivilAdapter. -version +MidasCivilAdapterSettings.
• Changes so that the version is read from the MidasCivilAdapterSettings.

Additional comments

For testing of versioning it is needed to build the Versioning_Toolkit after building this branch.
