*FRAME-RLS gets produced without a specified element and ignored. #375

Description:

The command *FRAME-RLS gets written without a specified element and ignored. Giving this warning in the MidasCivil command shell: Warning in line 383 : The model does not contain the specified element. The command will be ignored.

As in .mct file: *FRAME-RLS ,NO,000000,0,0,0,0,0,0 000000,0,0,0,0,0,0,FixFix

Steps to reproduce:

Run, Create read elements bridges test script. https://burohappold.sharepoint.com/:u:/r/sites/BHoM/Installers/Scripts/Burohappold_BHoM_v7.0/Structures%20-%20Create%20-%20Read%20-%20Update%20-%20Elements/BuroHappold_BHoM_v7.0.beta_Create%20-%20read%20-%20elements%20-%20bridges.gh?csf=1&web=1&e=uyHoD1

Expected behaviour:

Either the frame release being specified to an element if used.
