editinline buttons on navigator #1117

What steps will reproduce the problem?
1. Set toppager="true"
  navigatorCloneToTop="true" navigatorInlineEditButtons="true" and
editinline="true"

What is the expected output? What do you see instead?
Expect to see the editinline Add/Edit/Cancel & Save buttons on the top pager 
but they are only available on the bottom pager.

Which struts2 version?
2.3.16

Which struts2-jquery plugin version?
3.7.1
