BuildITKv3.cmake points to f91193be7e75c62e21ec95427646c1a0d4e8cec3

But a git:// to https:// converstion was done at 537ecca3a2762908c96508ab6f667c049aba44f6

So this commit should be updated

Sidenote: shouldn't this be managed using .gitmodules like all the other parts are?

minc-toolkit can be built without ITK tools , then ITK is not cloned.
