Public Filters

• [x] Update the Create Filter dialog to include a check box for 'Visible to Public'. If this is checked, the "Load Filter" button will be enabled for all users and the filter will show up in everyone's filter drop down in the Load Filter dialog (regardless of whether or not they are logged in or not).
• [x] The managing user can delete the filter at any time and also create new/replacement filters if alternate behavior is needed.
• [x] Consuming user's cannot delete 'Visible to Public' filters, unless their account created it and they are the managing user.
• [x] Consuming users will see all 'Visible to Public' filters listed in the Load Filter drop down selector. Public filter names will be prepended with the word "Public". Additionally, if the user is logged in, they will also see any personal (non-public) filters in the same drop down.
• [x] Only signed in users can create filters.
