Make reports deterministic #10

Support SOURCE_DATE_EPOCH and set the htmlwidgets seed. Copy this from the bsseq pipeline.

Since we're using Salmon we cannot make the reports deterministic as Salmon does not give us the ability to override the seed for the random number generator.
