'pandoc-citeproc' not in requirements #104

When installing the conda environment using the requirements.txt, pandoc-citeproc isn't installed, causing the installation to fail.

Recent versions of pandoc include pandoc-citeproc; it is no longer provided as a separate package. We've droped it from the configure.ac checks with commit 895df47ba83b114d730516407f49d354368d5c34.
