Proper Link filtering in and out

Links are filtered out before sending to the client, however tags are not parsed before being sent. Also for the sake of the modification algorithm filtered out links pose a real problem when modifying a section with filtered out links (or tags if tag filtering is implemented) Should i insert them back if not visible? If so how do i handle when a user deletes content and/or links around a header, ecc...

For now we consider this closed without solution and the way to do this is to not link in public sections anything you don't want other people to see
