Circle PanControl

Hello,

Here you have a patch with the circle pan control. This patch also includes the 
zoom slider and works on r163.

As i said in the previous patch the images in the patch are easy to change, so 
if anyone feels that he can improve them go for it. 

I am still waiting for feedback about the zoom patch.

Sorry for the delay.

I just applied the patch - you can see the application running here: 
http://www.webglearth.com/beta/ (you might have to wait a while for the cache 
to be cleared).

Hi Petr,

Thanks for applying the patch to r185! I'm glad to see that :)

We almost finished the proceeding to fulfill and send the corporative CLA.

From now on i will check the animation Idea that was suggested some time
ago.
