bfconvert - update version, add tests for ome.tiff and pyramid

Changes:

• bftools version updated to 6.7.0 (several imaging tools rely on bioformats 6)
• add docker image to reqs
• add params for pyramid, bigtiff, noflat args
• fix cheetah for multiple params
• add test for ome.tiff format, pyramids

@bgruening or @qgao-hd Could you please take a look at this PR? We are using bfconvert frequently in galaxy but need the version 6 or higher.
