ok, thanks for filing the issue...
I was not able to replicate issue. I tested with Safari 9.1.1 running on Mac OS 10.11.5 I also tested the downloading issue that Ken Finger reported on Firefox but was not able to replicate that issue either. It DID complain about an incorrect extension but if you choose to Proceed anyway, it opens. I'll file an issue for the incorrect XLS extension.

I asked Ken to show me the download issue yesterday but he wasn't able to replicate the problem. So I don't know what to think about that one -- maybe just forget about it. However, he is definitely getting the json error and no map. Should I find out exactly what OS and Safari versions he's running? Regarding the AmphibiaWeb mapping problem, this is what Vance wrote "I am using a mac with the latest operating system (I forget what it is called). The browser is the latest Safari." Maybe I need to get the version numbers from him too.

ok, can replicate problem now with Safari 10.0 ... however, the Mac OSX upgrade also messed with all my developer tools and java VM version and broke my build environment :( Once i get this fixed i'll move on to debugging...

OK, this is now fixed... Safari 10.0 (which is bundled with Mac OS Sierra) disallows gzipped JSON responses that have a .gz extension. I removed the .gz extension and it works. I tested on other browsers and removing the .gz extension does not affect them... Note that the content-encoding was being set to gzip anyway so the .gz was redundant as an indicator of file-type.
As an aside, i also changed the filetype extension from .xls to .txt. Some versions of Excel were complaining about an invalid file type and this was somewhat confusing. The downside is now that Excel does not automatically open.. The user will now have to open excel and point to the downloaded file containing the .txt extension.
People using Safari on a Mac are getting a json error and not seeing the map. Have gotten two reports from people, one using the UCMP database, the other using AmphibiaWeb.
