Create GBIF data harvesting service #70

to work in conjunction w/ BM to get GBIF data harvested using BoundingBox or WKT polygon. The idea is that this serviceendpoint would translate requests to deliver responses to BM based on some polygon. This would be a feature of supported by ANR grant GBIF occurrence service accepts WKT input queries: http://www.gbif.org/developer/occurrence (search for "WKT" on this page)
