design goal of this repo #1

I'd like to make this repo an easy-to-use package that supports the following four core functionalities:

  1. train with pre-determined network and hyper-parameters
  2. compress
  3. decompress
  4. export torchscript (for c++ integration)

It's not for finding best models, but for deploying good performing models for a production environment. @blackcathj what do you think?

@pphuangyi will it be possible to save encoder and decoder into separate ckpt files?

Definitely :) Some change has to be made, but we can save them separately.
