exiobase to epa env flows #16

we did the exiobase to US EPA flows but just for the greenhouse gases.

not necessary for the hackathon but this should be completed for all the substances.

I've spent some time matching the flowables of the Federal commons to the elementary flows of exiobase. ef645491fb5cde267cb99637bb171b224556557e . it is not completely finished but for the part of "emissions" it is almost done.

Some notes. I had to use "non-preferred" flowables because the archetype (called context) is underspecified for all emissions in exiobase. Said otherwise, there's no "subcompartment" specified.

For the majority there was a perfect match 1-1 but some link to many flowables. CFCs, HFCs, HCH (Hexachlorocyclohexane) and DDT there's more than one flowable per substance group.

For the following ones I have not found something similar. For PBDEs I was kind of surprised, is not an obscure chemical. The first one in the list I don't know what it is. @Stefano-MRC do you know ?
