Super easy one. Detect "join" and "add" status messages, and post a welcome to the chat. permissions-based setting welcome message on or off, and editing the welcome message.

Variables:
- $U - replaced with username (GORT)
- $G - replaced with group name (GORT)
- possibly other useful ones
