analytics.management.webproperties.insert fails with 403 "Your project does not have access to this feature." #252

What steps will reproduce the problem?
1. Try to use the analytics.management.webproperties.insert from Google 
Analytics API v3
2. Try to create a new webproperty following these directions 
https://developers.google.com/analytics/devguides/config/mgmt/v3/mgmtReference/m
anagement/webproperties/insert
3. Fails with "message": "Your project does not have access to this feature."

What is the expected output? What do you see instead?

You should be able to create a new webproperty from the api explorer.

Please feel free to close this bug. This seems to be a beta feature that 
requires whitelisting.
