A process check is necessary, when the Question is set to "Active" :
it must have at least 2 "Answers" and at least 1 must be "True"
"Question" must be related to at least one "SyllabusChapter"
the total number of "Answers" created per each labguage the same (i.e 3 in emglish, 3 in german)
if Parent Element is active, if yes set to active else do not allow
IF all conditions are True all related "QuestionDescriptions", "Answers" and "AnswerDescriptions" must be set to "Active" as well - same with other statuses
