Feat/newtile provisional evidence 20240811

Updates the Provisional Evidence display (ACMG Variant Evidence Codes, Provisional Assignment) to be a new standalone tile instead of a subsection of Allele Frequency Reference Sets.

This displays the variant fields:

Provisional_Evidence_Code_Popfreq Provisional_Evidence_Description_Popfreq Provisional_Evidence_Code_Bioinfo Provisional_Evidence_Description_Bioinfo

Some action items remain :

• Implement hideEmptyItems
• Add tooltips and help links to the rows
• Write help text for the Computational Prediction subtile
• Need to add to VariantTableDefaults.js?
