Add foreign keys management from https://github.com/BRGM/gml_application_schema_toolbox/blob/0018469186f20761442aeca0df034f16d818a4d1/gml_application_schema_toolbox/core/gmlas_postgis_db.py to the new widget https://github.com/BRGM/gml_application_schema_toolbox/blob/master/gml_application_schema_toolbox/gui/database_widget.py

Goal: definitely delete legacy PG code
