split from #56 to differentiate issues in XML and relational mode

Commit in gdal mentioned here (https://github.com/BRGM/gml_application_schema_toolbox/issues/56#issuecomment-381972445) should be tested when pushed to gdal-dev in OsGeo4W. Currently I have access to gdal-dev 2.3.0-41911
