Remove confusing `issue-N` subdirs in `Summit/runs`. #15

I had used a convention whereby I would have LSF scripts for specific experiments were associated with a issue on this kanban board and I would name a sub-dir with the corresponding issue. The intent was to make it easier to directly compare different versions of LSF scripts since they would all be coincident. However, no one has actually been doing that, and having the subdirs is confusing.

So, the intent of this task is to move what's the latest version of the LSF scripts to the parent directory and remove all the issue-N subdirs.

Ok, I've removed the old issue-N directories and moved up two files, spawn_worker.sh and many_nodes.lsf to Summit/runs. I've also updated the README.md there to reflect new files as well as to provide basic instructions for running the alphafold task manager on Summit.
