SAux Legate Commander is only allowed once per full 1500pts #64

Describe the bug LI Rulebook p178

A Solar Auxilia force can include a maximum of 1 Legate Commander per full 1,500 points of the points limit (e.g., a 2,000 point Army can include a single Legate Commander, a 3,000 point Army can include 2 Legate Commanders, etc.).

To Reproduce Steps to reproduce the behavior:

  1. Create a new SAux list (points value immaterial)
  2. Create a minimal lasrifle tercio formation
  3. Add a legate commander as HQ
  4. Notice lack of error

Expected behavior Should have thrown an error the same way adding a knight does, if it's more than 30% of the points total across all forces.
