Blackshields: Assault Squad does not have Stat Improvement Option when selecting "In Disgrace" Oath #3253

When making a Blackshields force and selecting the "In Disgrace All Are Equal" Oath, the Legion Assault Sergeant does not have the option to pick a Character Stat Improvement. This appears to be the only Squad Sergeant that has been missed for this particular interaction with this oath.
