Nurgle - Harbinger of Decay doesn't have universal prayers listed #3223

Describe the bug The harbinger of Decay leader has the Priest Keyword, but does not have Universal Prayers as an option

To Reproduce Steps to reproduce the behavior:

  1. Add Chaos - Nurgle to armly list
  2. Scroll down to Leaders
  3. Add Harbinger of Decay
  4. Click Harbinger of Decay in roster
  5. Scroll down on the right-side panel
  6. Notice Universal prayers is missing

Expected behavior Nurgle Harbinger of Decay can select one of the three universal prayers
