Without Blood Sigil on Hag Queen with one prayer: everything is okay and I don't get any errors which is okay

Without Blood Sigil on Hag Queen with two prayer: It tells me that I have one too many selections from prayers which is okay

With Blood Sigil on Hag Queen with one prayer: everything is okay and I don't get any errors which is okay

With Blood Sigil on Hag Queen with two prayer: It tells me that I have one too many selections from prayers even though I should be able to select two prayers now
