This PR updates the sidebar to its current state in UI, and creates the front-end of the Import Users

Adds the "Add Voters" page in the "Manage Voters" dropdown, and the "Activity Log" navigation in the user dropdown.
Add the front-end of the importing of voters page, along with the modals and responsiveness.
Improved the responsiveness of the breadcrumbs.
The "required format" is still not included. Is still waiting for the BAs to provide the example file.
