[DC] Let's bring the builder back in #11

I'm dumb, it will work it our class HttpTracerHandler is in the bottom of all of the httphandlers. I tested only when it was in the root, and I'm dumb.

Also I created a test project just so we can actually test stuff without having to run the test apps.
