This does (will do) a couple of things:

adds snapshot UTXOs to AvailableCoins (because shielding requirement is not enforced in consensus for those coins)
Makes btcpd aware of Segwit style programs in the wallet layer
Makes transactions claiming segwit utxos valid in policy
enables btcpd to sign for these outputs

Ran whitespace formatter to address the above (and other) whitespace issues (and added the auto whitespace formatting script ing #160)
