Ideas from @ch4ot1c re the merchant being in control of what happens if user pays not enough or too much for their order:

On-site balance (ahead-of-time payment)
Varying %'s or #sats of 'fee leeway'
Merchant option to 'disable fee leeway'
Merchant option to 'use fee estimation in determining fee leeway'
Different fee leeway for digital (higher) vs physical goods
