Replace XML File Preprocessor external link with internal #344

In the CHM, if I click on the Technical Reference / Deployment Tools / XML File Preprocessor link in the contents, I get a "Page cannot be displayed" ... because our development machines don't have access to the internet

Could a minimal set of details be provided, with a link to the external web site

[tfabraham@8/28/2014] Looked into it, tried to copy and paste stuff from XmlPreprocess documentation into BTDF doc tool, formatting was a big mess. Very time consuming to fix it and make it presentable.
