The Deployment Framework's BRE deployment is designed to work with the files generated by the Business Rules Engine Deployment Wizard, which does not mix policies and vocabularies. Export files created with BizTalk Admin will probably not work today. BizTalk Admin generates a single file containing any number of BRE policies, policy versions, vocabularies and vocabulary versions.
