Issue: On deploy, application start should happen after restarting host instances; SSO should be deployed sooner (v5.6) #398

During deployment, the host instances are currently restarted just after the application is started. This doesn't make much sense. The host instances should be restarted and then when everything is ready to run, start the application.

SSO should be deployed sooner in the process since it can be a common point of failure.
