Bioinfo-doc does not offer to use txt file for email notes if not given for delivery notes #326

As per the title, if user refuses to give a .txt file for delivery notes, then it's assumed that email notes won't require a txt file either, but many times you may want to add large email notes in a txt file but not to delivery notes (max characters are 1000), so there should be an option for this.
