upload to GitHub Release is no longer needed in pypi_publish #310
With the last update, pipy_publish.yml is only executed with new releases (instead of tag pushes) so generating a new release in this case fails. It would also be redundant so its better to remove that step of the workflow and only keep the pipy publishing of the new version.
