Github actions fixes, test-sftp-handle and pypi_publish #312

This PR addresses two minor fixes in the github actions:

Removed duplicated tests with pushes after PR was merged in test_sftp-handle
Deleted deprecated auto-release in pypi_publishas it does not work with tag pushes anymore Closes #310
