Add clerk info; Refactor SE tech stack format #64

Adds information about Clerk for SE FE auth. Also splits up SE tech stack into several pages instead of one monolith. I spent longer on this than I would like to admit.

@oeaugustin can you review this one too please? when you are happy with it, let's merge it (BUT be sure to do mine first and rebase this one cause else I bet merge conflicts)

so merge the last one in first then rebase, got it. Should I skip the requirements of the 6 approvers?

yes, it is eagerly awaiting bot automation but it isn't there yet.
