Create a new occurrence if an image doesn't have a corresponding occurrence #32

If the img doesn't have corresponding occ, a blank occ will be displayed and there will be a save button to save the occurrence and store the id of it to the corresponding image

I have finished update the navigation and tried to navigate the user to the creating new page if there is no occid and imgid. Wait for the dummy data of db for testing
