Inquiry about batch assignment page #60

The current version of the DWCA archive format does not have batches. Therefore, when ingesting into symbiota, which now supports batching functions, we need to determine if it is necessary to have a method of assigning these records into batches, or that we can default to assigning every record per DWCA archive to a batch.

Every ingestion counts as a single batch. Every record in that ingestion will be labeled as the same batch.
