Make Jeep Cherokee spare tire working

• template_JeepCherokeeSpareTire.txt filename is used to keep overall mod naming approach
• spare tire model was moved away from Vehicle_* files to keep the things separated and clean
• tabs were used for indentation because it seems mainly used approach in the mod code
• Base.LugWrench is needed to remove/install a spare tire since spare tires are usually attached as same way as main tires
• Mechanics level 1 skill is required as same as for any tire replacement
• Trunk must be opened (not just unlocked) to remove/install a spare tire
• removing/installation time is as same as regular tire removing/installing
• table partVariation was added from legacy template_jeepsparewheel.txt
• Vehicles.Create.SCKCO_VehiclePartVariation was added from legacy template_jeepsparewheel.txt

TODO: couldn't find a way to open trunk automatically while removing/installing a spare tire
