Maybe it's an issue with trying to merge from a fork? Not sure why that would be the case though. Really puzzled as to why the variables are empty.

Ok found the issue. Secrets are not passed to actions that are triggered from a fork. Documentation: https://docs.github.com/en/actions/security-guides/using-secrets-in-github-actions#using-secrets-in-a-workflow
