Update on AR-GLM code #148

Updating the AR-GLM code (of Ted Huppert) to its current version. Updated code is provided by Xuetong Zhai, xuz19@pitt.edu.

iWLS: "Iterative Weighted least squares". I totally agree that they should go under FuncRegistry, they were historically under utils. I will move them under FuncRegistry/UserFunctions, and create a separate pull request.
