Users not notified when fixes are disabled due to harmony patch collision #184

Users might not be aware that some of the fixes you have implemented have been disabled by a new mod they installed and I believe they should be notified of this in some way rather than find out when they realise things aren't working as they should some time after the fact.

For example, if the fixes for party size perks are disabled and after some time they notice troops defecting. They could even report such issues here, leading to wasted time investigating a non-issue.

The diagnostics portion has been updated to show how patches (harmony & community patch fixes) interact.

In the future we hope to move this into a GUI.
